We held a seminar with speakers Nadine Dodge and Kain Glensor. Transport is a huge contributor to total carbon emissions in New Zealand so it is an obvious area to focus on if we want to become a low carbon economy. But to what extent do central government transport policies support climate change mitigation? And why has it been so difficult to achieve cuts in carbon emissions in the transport sector? Transport provides a significant challenge for countries seeking to reduce their carbon emissions. It is a primary driver of overall emissions on a national level, and has proven to be the hardest sector from which to cut carbon emissions. This seminar examines the extent to which central government land transport strategy and policy is supporting climate change mitigation in the transport sector. It examines transport strategies and policies as well as past and projected land transport spending in four countries –Ireland, the United Kingdom, Australia, and New Zealand. It assesses the extent to which these strategies, policies, and funding regimes are supportive of a transition to sustainable transport regimes and substantial reductions in emissions.

- Nadine Dodge is a transport adviser at Wellington City Council. She undertook this project with Associate Professor Ralph Chapman, as post-doctoral research at Victoria University of Wellington and the NZ Centre for Sustainable Cities. She was funded by the New Zealand Ministry for Business, Innovation and Employment, through the FRIENZ programme, designed to foster collaboration between European and New Zealand researchers.
- Kain Glensor is a Research Fellow on Energy, Transport and Climate Policy with the Wuppertal Institute, Berlin, Germany. Kain is a New Zealander with an engineering background who undertook a master’s degree at Freie Universität Berlin, Germany, 2010-2013. His research focus is on sustainable urban transport, political decision making processes, renewable energies and climate change. The Wuppertal Institute undertakes research and develops models, strategies and instruments for transitions to sustainable development at local, national and international level. Sustainability research at the Institute focuses on the resources, climate and energy related challenges and their relation to economy and society.
